Essentially, bureaucracy plays a key role in the policies formulation and implementation and enables citizens to participate in governance issues that affect their daily lives. Therefore, in every structural system adopted by the government, the citizens have a chance of participating in the affairs of running the state because of the bureaucracies that require their direct or indirect participation through representatives to ensure the state is managed effectively and efficiently for the purpose of providing social benefits to the citizens and leaders are also held accountable.
In the United States, the federal bureaucracy plays an important role in the effective governance and administration of the country through separation of power to ensure that citizens achieve maximum benefits from their daily contributions and participation in good governance. In such essence, the federal bureaucracy plays an important role in the budget formulation by different government departments and states, which are then taken to Congress for approval as an overall presidential budget draft (Greenberg & Page, 2018). The implementation of such a budget and financial functions of the government ensures that they provide social benefits to the citizens. Hence, bureaucracy is a powerful technique in the United States because it enables the government and states departments to remain neutral and work for the common goals that affect the citizens.
Bureaucracy gives a chance to for the citizens to participate and give their views in the implementation and formulation of policies that ensure those in leadership positions cater to the needs of all citizens. Thus, in government, the bureaucracy ensures that the government decisions are implemented for the citizens’ benefit (Berkowitz & Krause, 2020). The different government department and branches coordinates with each other, maintain transparency and accountability, interpret the law and thus, implementations. For instance, Congress has delegated a considerable amount of authority to the federal bureaucracy by granting agencies to formulate federal regulations and examine the conflicts over such regulations. Besides, the federal bureaucracy ensures no wastage of resources and holds the people accountable through their representatives (Greenberg & Page, 2018). For instance, Congress, despite its legislative role to act as a watchdog and exercise an oversight role on the executive arm of government to ensure that the leaders hold accountable and deliver to the citizens on their mandate. Such checks and balances help avoid abuse of power and ensure the executive and their appointees in various state departments always act in the interest of the citizens and ensure the citizens receive the maximum social benefits.
Bureaucracy through accountability ensures easy administration and safety of the citizens. For instance, the federal bureaucracy, which comprises a number of commissions, agencies, administrative units, and departments, ensures Americans’ safety by there are bureaucratic foreign policies that safeguard the country from external threats (Berkowitz & Krause, 2020). A typical example of such bureaucratic laws was enacted and adopted after the 9/11 attack and has ensured the Americans continue to enjoy peace free from external threats like the one experienced during the catastrophic attack. Such bureaucratic rules govern how the country relates with other nations and its involvement in international intervention.
Nevertheless, controlling the bureaucracy could be very challenging because of a number of peculiar factors and hinder the freedom of the citizens to receive the maximum required benefits. For instance, the process of supervising and monitoring every person or operation which are critical to the social goods of the citizens. Healthcare in the bureaucracy, cannot be achieved by the president alone. Additionally, the fact that the individuals endowed with the responsibility to administer the policy always are more knowledgeable concerning the matter. Contrary to the president, gives rice to bureaucrat’s power and many a time such individual might defend the agencies and the president might not be in a position to fire the incompetent bureaucrats (Greenberg & Page, 2018). When such lengthy and non-beneficial standard procedures have to be followed to ensure adherence to the law, the ultimate outcome is that the citizens will be negatively affected as they will lack certain essential services in their daily lives because of the lengthy bureaucratic procedures. Thus, bureaucracy is often a hindrance to providing social services to the citizens because it requires certain regulations to be followed. Such regulations are enacted by Congress, which is very lengthy because of the phases involved in passing such laws to enable the services to trickle down to ordinary citizens.
